Garterbelt is the third and secondary title character of Panty and Stocking with Garterbelt. He is a negro priest who acts as the supervisor and ineffective mentor to the fallen angel sisters in their mission to regain access to Heaven, and can regularly be seen yelling at them over their sinful behavior. Garterbelt is later revealed to have once been a crime lord who died in a predictably violent manner and as punishment for his acts in life was made immortal and reborn back at the beginning of time, essentially making him the legendary Wandering Jew. Despite being more disciplined than the other title characters and a supposed man of God, Garterbelt is not without his own major vices in the present, engaging in masochistic activity during his private time and exhibiting homosexually pedophiliac attraction to the other male lead, Brief, though this, like many other depraved details throughout the series, is played for comedy and never seriously acted upon.
